Peace Prospects Open in the Great Lakes Region of Africa as United States Mediates Agreement Between DRC and Rwanda

Washington, D.C. – June 2025 — A landmark peace agreement has been signed between the Democratic Republic of Congo (DRC) and Rwanda, under the mediation of the United States Government.

On June 27, 2025, U.S. Secretary of State Marco Rubio, Under Secretary for Political Affairs Allison Hooker, and Senior Advisor Massad Boulos hosted the signing ceremony at the White House.

The event marks a historic milestone in the pursuit of peace and prosperity for the DRC, Rwanda, and the wider Great Lakes region of Africa. It was held in the presence of African Union Chairperson Mahmoud Ali Youssouf and Togolese Foreign Minister Robert Dussey—representing the African Union—as well as Qatari Minister of State Mohammed bin Abdulaziz.

Foreign Minister Thérèse Kayikwamba Wagner signed on behalf of the Government of the Democratic Republic of Congo, while Foreign Minister Olivier Nduhungirehe signed on behalf of the Government of Rwanda. Secretary Marco Rubio signed as a witness on behalf of the United States.

This ministerial signing builds upon the Declaration of Principles agreed by both parties on April 25, 2025, and reflects months of sustained negotiations led by Senior Advisor Massad Boulos. The discussions addressed longstanding issues of governance, security, and economic integration. The agreement lays the foundation for confronting the root causes of a decades-long conflict and supporting a sustainable path toward regional peace and stability.

The United States reaffirmed its commitment to the full and timely implementation of the agreement, which entered into force upon signature.

The African Union, Qatar, Togo, and the United States have pledged to continue engaging with both parties to ensure compliance with the obligations outlined in the agreement.

“In the coming weeks, we look forward to hosting a Summit of the Heads of State at the White House to ensure stability and mutual economic prosperity,” stated the White House Press Secretary.
