To All Authorities, Armed Actors, and Community Leaders,
As Bamenda prepares to receive the Holy Father, this moment draws international attention to a region that has endured nearly a decade of armed conflict, displacement, and social disruption. Regardless of political position or affiliation, one principle must stand above all others: the protection of civilian life.
- Civilian Protection Is Paramount
Civilians are not combatants. They are families, children, elders, clergy, traders, and students. Their safety must never be compromised for political messaging, security posturing, or symbolic display.
All parties are urged to: Respect the sanctity of civilian life. Avoid excessive use of force. Refrain from arbitrary arrests or intimidation. Ensure that security deployments do not escalate tensions unnecessarily.
The presence of an international religious leader must not create conditions that endanger ordinary people.
- Safe Access to Public Spaces
Residents should be able to attend religious gatherings, remain in their homes, or conduct daily activities without fear.
Authorities are encouraged to: Exercise restraint in crowd management. Ensure safe movement for vulnerable persons. Provide clear communication to prevent panic or misinformation.
Community leaders and civil society actors are encouraged to promote calm and discourage confrontation.
- Humanitarian Visibility
Beyond ceremonial preparations, the international community should not lose sight of ongoing humanitarian needs: Internally displaced persons. Families separated by conflict. Communities lacking adequate healthcare and education access. Trauma affecting children and youth.
This visit offers an opportunity to renew calls for humanitarian access, relief coordination, and support for affected populations.
- Commitment to De-Escalation
Moments of high visibility can either inflame tensions or encourage reflection. We urge all actors—state and non-state alike—to view this occasion as an opportunity for de-escalation rather than demonstration of strength.
Restraint is not weakness. It is responsibility.

The dignity of the human person is the foundation of both international humanitarian law and Catholic social teaching. No political objective justifies harm to civilians.
